He was married on November 20, 1953 in Louisville, KY to Marjorie Ann Fricke who survives.
Cecil retired from the Budd Company in Gary, IN.
He was a member of Lambs Chapel in Rolling Prairie, IN and Moose Lodge in LaPorte. He served in the U.S. Army during the Korean War.
